Functions of the Agency
The core functions of the National Civil Registration Authority (NCRA) established under the National Civil Registration Act of 2016 are:
- Vital Events Registration: Continuous, permanent, and compulsory recording of vital events such as births, deaths, marriages, divorces, adoptions, and nullities.
- Identity Management: Issuance of multipurpose national identity cards, including ECOWAS-compliant chip-based IDs, to citizens and non-citizens residing in Sierra Leone.
- Vital Statistics Compilation: Collection, compilation, and publication of vital statistics derived from civil registration records.
- National Civil Register Maintenance: Establishment and maintenance of a comprehensive national civil register serving as the primary source of population data.
- Data Sharing and Interoperability: Facilitating data sharing with other government institutions to support planning, governance, and service delivery.

Mohamed Mubashir Massaquoi

Profile
Mr. Mohamed Mubashir Massaquoi serves as Director General of the National Civil Registration Authority (NCRA). He brings over 15 years of experience in administration, democratic governance, peacebuilding, and program management.
Mr. Massaquoi holds a Master of Science in Development Studies and a Bachelor of Arts in English and Political Science. He has also received extensive professional training in contract and financial management, project implementation, electoral systems, peace and security, and monitoring and evaluation.
Prior to his current role, he held senior positions including Program Specialist at the Ministry of Health and Sanitation, Implementation Coordinator at UNFPA Sierra Leone, and International Elections Logistics Expert with the United Nations in Afghanistan. He also served as Civil Affairs Officer with the United Nations Mission in Sierra Leone (UNAMSIL). Mr. Massaquoi’s leadership continues to strengthen national identity systems and enhance governance through inclusive and secure civil registration services.
