Profile

Mr. Fodie J. Konneh is the Chief Executive of the National Public Procurement Authority (NPPA), bringing over a decade of leadership in public sector procurement and fiduciary management. Prior to this role, he served as Director of the Public Procurement Directorate at the Ministry of Finance, where he was instrumental in reforming and coordinating procurement operations across Ministries, Departments, Agencies, and Local Councils.

Mr. Konneh has been pivotal in strengthening Sierra Leone’s procurement system. His strategic initiatives include the harmonization of procurement personnel under a unified cadre, the development of performance monitoring systems, and collaborative policy formulation with the Human Resource Management Office. He also fostered inter-agency cooperation between the Ministry of Finance and NPPA to enhance sustainable procurement practices.

He holds a Master’s degree in Procurement, Logistics and Supply Chain Management from the University of Salford/Robert Kennedy College, UK, and a Bachelor’s degree in Economics from Njala University. His international training spans institutions such as the International Law Institute in Washington D.C., Crown Agents in the UK, and the Africa Training Institute in South Africa.

Mr. Konneh has managed large-scale donor-funded portfolios, including World Bank projects exceeding $1 billion during his tenure at the Project Fiduciary Management Unit (PFMU). His early career includes roles at Freetown City Council, the Ministry of Health and Sanitation, and the Ministry of Fisheries and Marine Resources.

He is a member of the Chartered Institute of Purchasing and Supply (MCIPS) and the Commonwealth Public Procurement Network. Recognized for his calm leadership, negotiation skills, and collaborative mindset, Mr. Konneh is committed to advancing procurement governance and institutional excellence in Sierra Leone.
