Profile
Mr. Sulaiman Phoray-Musa is the Director of the Public Sector Reform Unit (PSRU), where he leads efforts to modernize public administration and improve service delivery across government institutions in Sierra Leone. With extensive experience in the development and governance sector, both within government and with international non-governmental organizations, Mr. Phoray-Musa brings a results-driven approach to institutional strengthening and strategic reform.
Before assuming his current role, he served as Director of Donor Coordination at the Ministry of Health and Sanitation, where he effectively aligned international assistance with national health priorities. He also worked as a Monitoring and Evaluation Specialist for USAID and the Foreign, Commonwealth & Development Office (FCDO), overseeing complex, high-impact development programs across sectors.
Mr. Phoray-Musa’s academic background reflects a strong commitment to continuous professional growth. He holds a Master’s in Business Administration and Sustainable Development from the University of Milan, in collaboration with the University of Makeni, and a qualification in Project Management from the University of Salford. He has also undergone extensive professional training in governance, strategic reform, and public sector leadership.
His expertise in managing strategic partnerships, leading reform processes, and optimizing institutional performance has significantly contributed to Sierra Leone’s progress in governance and development. With a structured and collaborative leadership style, Mr. Phoray-Musa remains dedicated to transforming public service delivery and ensuring that institutions effectively serve the needs of citizens.
