Functions of the Agency
The Road Maintenance Fund Administration was established under the Road Maintenance Fund Administration Act No. 3 of 2010. Its primary mandate is to finance the maintenance of Sierra Leone’s core road network.

Profile
Mr Mohamed Kallon has served as Chief Executive Officer of the Road Maintenance Fund Administration (RMFA) since his appointment in May 2020, officially confirmed by the Parliament of Sierra Leone on 2 June 2020. He brings over two decades of experience in finance, public administration, and corporate governance.
Mr Kallon began his career as a Research Assistant at the Public Enterprises Reform and Divestiture Commission (PERDIC), later serving as an Investigating Officer at the Income Tax Department and as a Bank Examination Officer at the Bank of Sierra Leone. From 2005 to 2017, he held key financial leadership roles at Total Sierra Leone Ltd, including Acting Accounting & Finance Manager and Finance Manager. In 2017, he transitioned to Total Liberia Inc. as Finance Manager and returned to Total Sierra Leone Ltd as Corporate Affairs Manager in 2019.
He holds a Bachelor of Science in Economics with Honours in Accounting (Second Class Honours – Upper Division) from Fourah Bay College, University of Sierra Leone. His leadership at RMFA is focused on strengthening infrastructure financing mechanisms and enhancing transparency and efficiency in the administration of road maintenance funds.
