Functions of the Ministry
The Office of the Attorney General and Ministry of Justice holds three primary mandates:
- Drafting Legislation on Behalf of the Government.
- Prosecuting Criminal Matters on Behalf of the Government.
- Providing Legal Advice to the Government and Assuming Responsibility for all Legal Matters in which the State has an Interest

Profile
Mr. Alpha Sesay was appointed Attorney General and Minister of Justice in December 2024, following his service as Deputy Minister of Justice. He holds a Master of Laws (LL.M) in International Human Rights Law from the University of Notre Dame Law School, USA, and a Bachelor of Laws (LL.B. Hons) from the University of Sierra Leone. He was called to the Sierra Leone Bar in 2004.
He previously served as Senior Democracy, Rights, and Governance Advisor for USAID in Sierra Leone and as Senior Advocacy Officer at the Open Society Justice Initiative in Washington DC, where he focused on international litigation and advocacy on human rights. Mr. Sesay has worked with several global institutions including the International Criminal Court, Special Court for Sierra Leone, ECOWAS Court, and the African Commission and Court on Human and Peoples’ Rights.
A seasoned expert in human rights and international justice, he is the founding president of the Fourah Bay College Human Rights Clinic and the Sierra Leone Court Monitoring Program. He has collaborated with the UN, Human Rights Watch, and the International Center for Transitional Justice. In 2018, he was a Visiting Human Rights Fellow at Harvard Law School and has lectured widely on regional and international justice.
Mr. Sesay has contributed significantly to justice reform, human rights protection, and rule of law initiatives across Africa. He is a respected voice on international platforms, regularly providing expert commentary for global media outlets including the BBC, SKY News, and Radio France International.
