Functions of the Agency
Responsible for managing and controlling all port-related activities in Sierra Leone. Its primary functions include:
- Operating the Port of Freetown and overseeing activities at the Ports of Nitti and Pepel.
- Providing, operating, maintaining, improving, and regulating port facilities to better serve the public interest.
- Developing efficient, transparent, safe, reliable, and competitive international and domestic maritime trade to support Sierra Leone’s economic development.

Profile
Mr Yankuba Askia Bio is the Director General of the Sierra Leone Port and Harbour Authority (SLPHA), appointed by His Excellency President Julius Maada Bio. He brings over a decade of experience in logistics, public administration, and institutional leadership.
Mr Bio began his career at Sierra Leone Brewery as a Sales Supervisor before moving into logistics and port operations. At Bolloré Africa Logistics, subcontracted by London Mining, he served as Logistics Supervisor, overseeing procurement functions and managing a workforce of more than 100 staff.
Prior to his current role, he served as Deputy General Manager of the SLPHA, where he was instrumental in driving the organisation’s modernisation and operational reforms. His tenure has been marked by a commitment to improving port efficiency and service delivery.
He holds a Bachelor’s degree in Linguistics and Literature from Njala University and a Master’s in Public Administration. He is also a member of the Chartered Institute of Procurement and Supply (CIPS), with several additional professional certifications in logistics and public sector management.
