Profile
Mr Isaac Ken-Green serves as the Acting Director General of the Sierra Leone Public Transport Authority (SLPTA), where he leads the country’s transformation of its public transportation system. His leadership was central to the transition of the Sierra Leone Road Transport Corporation (SLRTC) from a service operator to a regulatory authority, formalised by the Sierra Leone Public Transport Authority Act of 2023.
Mr Ken-Green holds a Bachelor of Arts degree from Fourah Bay College and an LLB (Hons) from the University of East London. Since joining SLRTC in 2018, he has driven major reforms, including his role as General Manager during the implementation of the Integrated and Resilient Urban Mobility Project (IRUMP), co-financed by a $50 million World Bank grant.
One of his most notable achievements is the introduction of the “Waka Fine” bus system, which now serves over 21,000 passengers daily. The initiative, aimed at formalising the informal transport sector, led to the creation of the Metro Transport Company Limited (MTCL), enhancing service quality, safety, and affordability along Freetown’s major corridors.
Under his leadership, SLPTA has also adopted digital ticketing, expanded terminal infrastructure, and strengthened collaboration with public and private stakeholders to modernise the transport ecosystem and improve urban mobility across Sierra Leone.
