- Sierra Leone Library Board was established by an Act of Parliament in 1959 to establish, equip, manage and maintain public and other libraries in Sierra Leone.

Profile
Mr. Musa Bala Mansaray is the Chief Librarian of Sierra Leone and a dedicated advocate for inclusive access to information and literacy development nationwide. With a distinguished career in library and information services, Mr. Mansaray has led transformative initiatives that have significantly expanded the country’s library infrastructure and deepened community engagement in reading and lifelong learning.
He is the founder of the Falaba District Library and has overseen the establishment of numerous school and community libraries across Sierra Leone, contributing to a broader national literacy agenda. Under his leadership, major renovations and modernization efforts were carried out at the headquarters, Bo, and Makeni Regional Libraries, improving accessibility and service delivery. He has also forged strategic partnerships, notably with the Chinese Embassy, to enhance the capacity and outreach of public library services.
Mr. Mansaray’s efforts have been widely recognized. He received the 10th Anniversary Award from the Right to Access Information Commission for institutions with approved proactive disclosure schemes and consistent compliance reporting since 2019. He was also honored by Daru Salam Islamic Secondary School for his steadfast support of educational programs and by the Kono District Entertainment Network for his outstanding contributions to education and national development.
Through his visionary leadership and commitment to equitable information access, Mr. Mansaray continues to play a pivotal role in strengthening Sierra Leone’s knowledge infrastructure and promoting a culture of reading and informed citizenship.
