Profile
Mr. Abdulai Caulker is the National Security Coordinator of Sierra Leone, serving as the principal adviser to the President and Government on matters of national security. With over 22 years of experience, he plays a pivotal role in steering the country’s security architecture through strategic coordination, intelligence integration, and inter-agency collaboration.
As head of the Office of National Security (ONS), Mr. Caulker oversees the coordination of national security resources and chairs the Joint Intelligence Committee and sub-committees of the National Security Council. He works closely with the National Disaster Management Agency to manage emergencies, ensuring the country’s preparedness and response to natural and man-made threats.
A founding member of the ONS, Mr. Caulker has held several leadership roles, including Director of Administration and Finance, Deputy National Security Coordinator, and Acting Coordinator before his official appointment in January 2022. He has contributed significantly to the professionalization of the ONS and has supported the recruitment and development of its senior leadership.
Mr. Caulker holds a Master’s degree in Educational Administration and several professional certifications in security sector reform, emergency management, conflict analysis, and intelligence coordination. His work has been recognized through collaborative partnerships with international development partners such as UNDP, DfID, ADB, and IMATT.
His strategic vision and commitment to institutional excellence continue to enhance Sierra Leone’s national security delivery and contribute to democratic governance and stability.
