Functions of the Agency
- As defined in Section 3 of the National Drug Control Act, 2008, the National Drug Law Enforcement Agency leads and coordinates efforts to prevent drug abuse, combat illicit drug supply, and reduce drug-related crime.
Its vision is a healthy, prosperous Sierra Leone free from the harms of substance abuse, guided by the core values of integrity, commitment, and efficiency.

Profile
Mr. Andrew Jaiah Kaikai is a U.S.-trained defense trial attorney and seasoned public servant with a strong track record in national service, immigration reform, and drug law enforcement. Currently serving as Executive Director of the National Drug Law Enforcement Agency (NDLEA), he brings to the role a reputation for integrity, patriotism, and results-driven leadership.
A proud son of Pujehun District and born into a chieftaincy family, Mr. Kaikai began his education locally before completing his secondary studies at Services Secondary School in Freetown. His early dedication to national duty led him to join the Republic of Sierra Leone Armed Forces, where he served honorably during both conflict and post-conflict periods.
After his military service, Mr. Kaikai pursued further studies in the United States, where he trained and qualified as a defense trial attorney. In response to a national call to service, he returned to Sierra Leone and was appointed Chief Immigration Officer, a role in which he led significant reforms, notably improving the integrity of the passport system and strengthening international confidence in Sierra Leone’s immigration framework.
In his current role at NDLEA, Mr. Kaikai continues to advance critical national priorities through strategic enforcement, interagency collaboration, and a people-centered approach to drug control and prevention. Widely respected for his advocacy for the poor, marginalized, and persons with disabilities, Mr. Kaikai’s leadership exemplifies a deep commitment to justice, equity, and national development.
