Victor Massaquoi (PhD)

Profile

Dr. Victor Massaquoi is a seasoned academic, strategic management expert, and social development practitioner with over 30 years of cross-sector experience in government, academia, NGOs, and the private sector. He holds a BA in Communication Studies, an MSc in Organizational Management, and a PhD in Development Studies, with specialization in Development Communication and Social Policy Analysis.

Dr. Massaquoi has served in several high-level capacities, including Director of TVET at the Ministry of Technical and Higher Education, Commissioner at the Tertiary Education Commission, and Chairman of the Independent Media Commission. He has also held leadership roles in national and international NGOs and has lectured at Njala University, Fourah Bay College, IPAM, and Capital University in the U.S.

He is a prolific researcher and policy contributor, having supported the development of the Education Sector Plan, the Universities Act, and inclusive education strategies. As a trainer, scholar, and institutional leader, Dr. Massaquoi continues to contribute significantly to human capital development and public sector reform in Sierra Leone.
