Profile
Madam Martina Baindu Egbenda is the current Administrator and Registrar General of Sierra Leone, appointed in January 2025. A seasoned legal practitioner, she holds a Master of Laws (LLM) in Comparative Constitutional Law from Central European University in Hungary, an LLB (Hons) from Fourah Bay College, and a BL from the Sierra Leone Law School. She also holds certifications in Oil and Gas Exploration and Project Management.
With over 13 years of professional experience, Martina has built a reputation for excellence in civil and criminal litigation, legal research, project implementation, and public sector legal advisory. She has served as State Counsel in the Ministry of Justice, where she led numerous prosecutions and contributed to high-level legal reform initiatives. Her advisory work includes engagements with the Sierra Leone Legal and Information Institute, Financial Intelligence Unit, and the Constitutional Review Committee.
While at the Constitutional Review Committee, she played a key role in comparative legal analysis that contributed to the inclusion of an independent chapter on Information and Communication in the proposed Constitution. At the Financial Intelligence Unit, she helped draft the national risk assessment on money laundering and terrorism financing.
In 2018, Martina was appointed Director of Legal and Corporate Affairs at the National Revenue Authority, where she led legal reforms and legislative proposals to strengthen tax enforcement. Her legal expertise has supported projects for international organizations including UNDP, OSIWA, and the UK-Sierra Leone Pro Bono Project, significantly advancing judicial development.
Martina is a member of several professional bodies, including the Sierra Leone Bar Association and the Bar Association Law Reporting Committee. She was voted Corporate Professional of the Year by Diaspora Focus in 2020 and was recognized as the Youngest Legal Practitioner of the Year by Eminence Africa in 2018.
