Mr. Francis Ben Kaifala is the Commissioner of the Anti-Corruption Commission (ACC) of Sierra Leone, leading the nation’s anti-graft agenda with distinction since his appointment in 2018. A seasoned legal expert and reform advocate, he has championed transformative measures that have significantly strengthened transparency, institutional accountability, and public trust.
Commissioner Kaifala holds a Bachelor of Laws (LL.B Hons) from Fourah Bay College, University of Sierra Leone. He is a Fulbright Scholar with three Master of Laws (LL.M) degrees: in Law and Economics from Queen Mary University of London; in Comparative Constitutional Law and International Human Rights from the University of Texas at Austin; and in Public International Law, Global Governance, and Leadership from Harvard Law School.
Under his leadership, Sierra Leone has consistently scored above 70% in the Millennium Challenge Corporation (MCC) Control of Corruption Indicator. His efforts have garnered widespread recognition, including the 2021 U.S. Department of State International Anti-Corruption Champion Award and inclusion among the “100 Most Influential People of African Descent” by the UN/MIPAD Initiative.
Mr. Kaifala has held prominent regional positions, including President of the Network of Anti-Corruption Institutions in West Africa (NACIWA), Executive Committee Member of the Association of African Anti-Corruption Authorities (AAACA), and Board Member of the African Union Advisory Board on Corruption (AUABC). He also lectures Mercantile Law at Fourah Bay College, contributing to the development of Sierra Leone’s legal minds.
