Dr. Moses Tiffa Baio is the current Chief Immigration Officer (CIO) of Sierra Leone, appointed in March 2025. His appointment comes at a critical juncture, following the dismissal of his predecessor, and reflects the government’s commitment to institutional integrity and national security.
A legal and policy expert, Dr. Baio holds a Bachelor of Laws (LL.B.) from the University of Sierra Leone and has undertaken specialized postgraduate studies in civil aviation management and public policy. He brings to the role a wealth of experience in governance, infrastructure, and regulatory oversight.
Before assuming his current position, Dr. Baio served as Director of the Infrastructure Presidential Delivery Unit, where he coordinated strategic infrastructure projects under the Big Five Game-Changer priorities. He was also the Director-General of the Sierra Leone Civil Aviation Authority, during which he led transformational reforms that raised Sierra Leone’s International Civil Aviation Organization (ICAO) safety rating from 18% to 74%—a landmark achievement in the sector.
As Chief Immigration Officer, Dr. Baio is focused on modernizing the immigration system, strengthening border security, and upholding national and international migration standards. His leadership is marked by accountability, systems reform, and a drive to enhance public trust in the country’s immigration services.
